Project Scope

The Department of Defence were upgrading the site electrical infrastructure at HMAS Stirling Garden Island to provide supply diversity to the site. Partum was engaged to provide on-site project engineering services to assist with finalising the design and providing support to construction and commissioning activities.

The scope of works included:

  • Upgrade of existing 11 and 22kV switchgear to comply with the new protection scheme.
  • Upgrade of the Lighting and Small Power design of Central Emergency Power Station 1 (CEPS1).
  • Development of a new Central Emergency Power Station 2 (CEPS2).

Challenges Overcome

  • Limited documentation of existing infrastructure.
  • Review of protection and generation (diesel and solar) scheme under normal and emergency conditions.
  • Review of the existing protection of anti-islanding scheme.
  • Project Schedule constraints.

Solution

  • Daily communication with client and project team.
  • Effective communication with vendors.
  • Identifying limitations of obsolete equipment and providing cost effective replacement options.
  • Complying with the Department of Defence policies and procedures.
  • Preparation of new and revision of existing schematic and termination drawings.
  • Preparation of Bill of Materials for procurement.
  • Review of Western Power Technical Rules.
  • Certification of embedded generation scheme.
