Project Scope

Partum was engaged to undertake the design and engineering associated with the 2x250MW 330/33/33kV Substation and 100/200MWH Battery Energy Storage System (BESS) for the Kwinana site. The site is designed for an ultimate 400MW of BESS, connecting to the existing generation circuits at the Western Power’s 330kV Kwinana Terminal Substation.

Challenges Overcome

  • Extremely tight footprint for the both the substation and BESS. The substation is surrounded by 132kV lines on two sides, 330kV line on another, incoming 330kV cables and a gas pressure station.
  • Interfacing the earthworks, drainage, and roads with the brownfield surrounds including a large number of third-party utility services reticulating around and through the site.
  • Firewater management system developed for the BESS side to meet environmental obligations.
  • Interfacing the control system design with Synergy Kwinana Power Station, Western Power and AEMO including fire and security systems.
  • Extremely tight timeframes meaning parallel procurement and construction activities, with several innovative cost efficiency solutions implemented.
  • Efficient cable management for the BESS including main MV distribution, non-essential and essential power supplies, controls and communications.

Solution

  • Compact 330kV ‘H’ configuration substation with suitable redundancy, maintainability and operability.
  • Facilitating Safety in Design Registers, HAZID, HAZOP and HAZCON workshops.
  • Design and integrating the IT, OT and Fire Systems into the existing Kwinana Power Station network.
  • Developed system for the BESS to manage the runoff stormwater and firewater environment hazards.
  • Substation arrangement and 2x combined control and switchroom buildings that allow for the facility to be separated and operated as standalone facilities in the future.
  • Power systems modelling, Western Power submissions and cable rating studies to ensure equipment and cables are suitably rated.
  • Earthing, lightning and EMF analysis to ensure compliant voltages including third party assets.
  • Equipment specifications, tendering, evaluations and vendor manager for all major substation equipment packages
  • Configuration and bench testing for all protection, SCADA, metering and network communication devices in Partum’s laboratory reducing the timeframes for Factory and Site
  • Acceptance Testing.
  • Modular support frame for the batteries designed to allow off-site assembled and landed multiple units in a single crane lift thus allowing electrical installation in parallel with the civil works.
